The Deputy Commissioner is responsible for implementing State
Government's programmes and policies at the grass root level and collecting
information regarding the needs, facilities, responsibilities, rights and
problems of the general public and making the government aware about these.
Infact, the Deputy Commissioner is the government at the district level.
The
Deputy Commissioner acts as the link between Central and State Govts. and
co-rdinates their programmes. The Deputy Commissioner evaluates the working of
all district level govt. departments and overlooks the law and order situation
in the district. In times of any natural calamity like fire, floods, locusts,
drought, storms etc., the D.C. s the primary relief agency. During times of
manmade or natural calamities, internal or external disturbances, the D.C. calls
for military assistance and co-ordinates the efforts of the Civil-Military
administration. The D.C. has special authority which he can use in public
interest and for public security. There are a number of other officers appointed
in the D.C's office like the Addl. Deputy Commissioner (General), Addl. Deputy
Commissioner (D), Asstt. Commissioner (Gen), Distt. Revenue Officer, Distt.
Development Panchayat Officer, Asstt. Commissioner (Grievances), Executive
Magistrate to carry out administrative works. In this manner, administrative
work is carried out by the district level officers and their staff under the
guidance of the D.C. Under the direct leadership of D.C. and supervision
of SDM, administration of Tehsil and Sub Division is undertaken with the help of
Tehsildar, Naib Tehsildar, BDO, Kanungo, Patwari and other officials. Infact,
more than being an officer, the D.C. is actually an institution itself, under
whose auspicious governance democracy reaches every nook and corner of the
distt.
The D.C. is thus the fulcrum of the district administration. The D.C.
also functions as Distt. Collector, Member Secretary Distt. Planning and
Development Board and heads the Red Cross and other institutions.
Although
in Centre and State Govt., Ministers are allotted various departments but at
district level, all the departments are under the command of the D.C. Deputy
Commissioner.

schemes for the development of rural & urban areas and getting the funds
allocated for all departments in the district and to ensure speedy
implementation of Government
schemes.
Miscellaneous
Responsible to solve all kinds of
problems/crises created from natural calamities, such as Storm/Floods and other
incidents etc. procurement of food grains, public functions, protocol duties,
etc.
