Brief Description: The office of the
District Transport Officer, S.A.S. Nagar. This office mainly deals with the
Registration of vehicles, Issue of Driving Licences, Issue of permits of Taxis,
School Buses and Auto Rickshaws and Realization of Motor Vehicles Tax and
Special Road Tax.
The following functions are discharged by this
office:
1.Registration of new vehicles:
The registration of new
vehicles is done under Rule 48 of the Central Motor Vehicles Rules, 1989 and the
application for registration is accompanied by the following
documents:
a)Form No.20 which has a Chasis No. traced on it.
b)Temporary
Registration Certificate in Form No. 21 which is issued by the Automobile Dealer
concerned at the time of sale of the vehicle and form No.22 which is issued by
the Body Builder/Manufacturer.
c)Proof of Residence such as Ration Card,
Insurance Policy, Voters list, Passport, Salary Slip, Birth Certificate etc.
d)Insurance cover of vehicle.
Apart from the above, the requisite fee is
got deposited from the owner in the office/Treasury and all the papers submitted
by the applicants/owners are subjected to checking by the dealing official
concerned and after the vehicle is inspected by the District Transport Officer,
the same is registered with the office and the Registration Certificate is
issued. The owners of the vehicles are required to submit their papers for
registration in the office within 7 days from the date of purchase failing
which, late fee is charged from them. As regards registration of Transport
vehicles (Trucks and Buses), the fitness of such vehicles is obtained in form
No.38 before their Registration. Therefore, it takes about 15-20 days time for
registration of a Transport Vehicle.
2.Transfer of ownership:
The application for transfer of ownership of a vehicle is
made under Rule 55 of the Central Motor Vehicles Rules, 1989 in form No.29 (in
duplicate) and Form No.30 which is signed by the transferor and transferee.
Besides, it is accompanied by the Registration Certificate, Copy of Insurance
Cover, Residential Proof of Transferee, Affidavits of Purchaser and Seller duly
attested by the Executive Magistrate and the requisite transfer fee. It takes
about one week to effect the transfer of ownership of a vehicle. In case the
vehicle is registered in other State, No objection Certificate is obtained in
form No.28 from the concerned Registering Authority before transferring the
ownership of a vehicle. For the vehicles belonging to other States, one month’s
notice is given to the Registering Authority concerned and on receipt of
confirmation of No Objection Certificate, the ownership of the vehicle is
transferred in the name of the Transferee and an intimation to this effect is
given to the Registering Authority concerned.
3.Issue of Duplicate
Registration Certificate:
An application for the issuance of duplicate
Registration Certificate is made under Rule 53 of the Central Motor Vehicles
Rules, 1989 in form 26 when the original Registration Certificate is either
destroyed or lost. The application for issue of duplicate Registration
Certificate is accompanied by a copy of the FIR reporting its loss, an affidavit
from the applicant/owner and the requisite fee and it takes about one week to
issue a duplicate Registration Certificate of a vehicle.
4.Regarding
entry/cancellation of Hire Purchase Agreement (Hypothecation):
As per
rule 60 & 61 (1) of the Central Motor Vehicles Rules an entry regarding Hire
Purchase Agreement on the R.C. of a concerned vehicles is made after an
application for the same is made by the owner/applicant in Form 34. The
application for cancellation of entry of Hire Purchase Agreement made on the
R.C. of a vehicle is made in form No.35 in duplicate. The application of
cancellation of Hire Purchase Agreement is also accompanied by a No
due/clearance certificate from the concerned financial Institution their letter
pad. Action in this behalf is taken after the requisite fee is deposited by the
applicant it takes about one week for this work.
5.Issue of Learning
Licences:
The Learning Licence is issued as per section 8 of the Motor
Vehicles Act, 1988 and an application for the same is made in forms 1 & 2.
The minimum age for obtaining a learning licence for a Non-Transport Vehicle and
Light Motor Vehicles is prescribed as 18 & 20 years respectively. The
children aged between 16 to 18 years are also issued learning licences for
Moped/Motor Cycles without gear after obtaining the consent their
parents/guardian. The application for learning licence is accompanied by the
following documents:
1)Three photographs (Passport size).
2)Proof of Date
of Birth
3)Proof of Residence.
4)Cash Receipt of Prescribed
fee.
Besides, the applicant is subjected to oral driving test by the District
Transport Officer and on the basis of that the Learning Licence is issued. The
Learning Licence is issued for a validity of six months and it takes about one
week to issue the same.
3.Issue of Regular Driving Licence:
As
per Rule 8 14 of the Central Motor Vehicles Rules, 1989 an application for the
same is made in form No. 7F which is accompanied by the following
details:
a)Valid learning licence.
b)Cash Receipt of Prescribed
fee.
c)Two photographs (Passport size).
The regular driving licence can be
made after 6 weeks of the issue of learning licence. On receipt of an
application, the applicant is subjected to driving test either by the MVI or
ADTO or DTO and after the driving test is qualified/cleared by the applicant, he
is issued a regular driving licence for non commercial/non transport vehicle.
Such regular driving licences are issued for a period of 20 years or upto the
age of 53 years of the applicant which ever is early. In case the applicant is
more than 50 years old, he is issued regular driving licence for a period of 5
years for non transport/non commercial vehicles. The regular driving licences
for transport vehicles are issued for a period of 3 years on the basis of
certificate issued by a driving training school and it takes about 1 week to
issue a regular driving licence.
4.Renewal of Driving
Licences:
An application for renewal of a Driving Licence is made in form
No. 9 under Rule 18 of the Central Motor Vehicles Rules, 1989 and the same is
accompanied by the requisite Medical Certificate of the applicant concerned and
the cash Receipt of the prescribed Renewal fee. The driving licences for non
commercial vehicles upto the age of 50 years of the applicant and in the cases
where the applicants are more than 50 years old, the Driving Licences for such
vehicles are renewed for a period of five years. The Driving Licences for
Transport vehicles are renewed for a period of three years. A grace period of 30
days after the expiry of Driving Licence is allowed to the holder of a Driving
Licence for renewal and thereafter late fee is charged. It takes about one week
to renew a driving licence.
8.Issue of a Duplicate Driving
Licence:
In case of loss of a Driving Licence, it is issued in duplicate
for which an application is made in form LLD which is accompanied by the
requisite fee, three passport size photographs, and an FIR regarding the loss of
the Driving Licence lodged with the Police Station. After attestation of the
Driving Licence by the District Transport Officer, the duplicate Driving Licence
is issued and it takes about one week to issue a duplicate Driving
Licence.
9.Endorsement in the present Driving Licences:
In case the
holder of a Driving Licence intends to get his Driving Licences endorsed for any
other vehicle, an application for the same is made in form No.8, which is
accompanied by a valid learning licence for the vehicle to be endorsed/added on
the Driving Licence alongwith the requisite fee. For making addition/endorsement
in the Driving Licence for a transport vehicle, the application is also required
to be accompanied by a training certificate in form No.5 which is issued by the
approved Driving Traning School. It takes about one week for any
addition/endorsement in the Driving Licence held by the applicant.
10.Issue of Conductors Licences:
The conductor’s licences are
issued under rule 20 of the Punjab Motor Vehicles Rules, 1989. The applicant for
a conductor’s licence should be atleast 18 years old, matriculate. The
application for a conductor’s licence should be accompanied by a medical
certificate of the applicant concerned, First-Aid training certificate issued by
St. Johns Ambulance, three photographs of passport size and the requisite fee.
The Conductor’s Licences are issued for a validity of 3 years and it takes about
one week to issue a conductor’s licence.
11.Issue of Taxi/Maxi Cabs/Auto
Rickshaw and Private Service Vehicle Permits:
An application for a permit
for Taxi/Maxi Cab and Auto Rickshaw is made on a prescribed form under Rule 62
of the Punjab Motor Vehicles Rules, 1989, which is accompanied by the requisite
fee. The permits for Auto Rickshaws are issued for operation within the
Municipal limit and these are issued for a period of 5 years. The Taxis/Maxi
Cabs are issued contract carriage permits for Punjab State after realizing the
requisite fee from the owners of such vehicles. The All India Tourist Permits
are issued by the STC, Punjab, Chandigarh. The private service vehicle permits
are issued to the vehicles having seating capacity of more than 6 passengers
which are owned by different departments, organizations and educational
institutions. It takes about one week to issue such permits.
